Senior Manager of Technology Procurement Position Summary

We are seeking a highly experienced and strategic Senior Manager of Technology Procurement to lead a dynamic team responsible for the full procurement lifecycle, including strategic sourcing, contract analysis, vendor management, and asset analysis. This individual will develop and implement procurement frameworks, define key performance indicators, and create tools and reporting systems to ensure procurement operations are optimized and risks are mitigated. You will work closely with business and technology teams as well as vendors to deliver cost-effective, compliant, and high-value procurement solutions.

This is a hybrid role based in Knoxville, TN, and requires either local residency or willingness to relocate. About the Team

The technical procurement team supports the organization by managing vendor sourcing, tracking, and performance. They focus on minimizing costs, managing risk, and ensuring efficient procurement processes, while also supporting business partners with timely vendor and contract insights.

Key Responsibilities

  • Define, implement, and maintain standard procurement processes, policies, and tools.
  • Lead and mentor a team of procurement professionals across sourcing, contract, vendor, and asset management.
  • Develop and track KPIs and reporting to monitor procurement activities and team performance.
  • Collaborate with auditors to ensure procurement compliance and remediate any findings.
  • Review and prioritize RFx requests; assign work based on organizational priorities.
  • Lead negotiation efforts for complex, high-value contracts and renewals.
  • Provide strategic oversight of vendor relationships, ensuring compliance and performance.
  • Collaborate with legal and act as escalation point for contract disputes and vendor performance issues.
  • Train and support budget managers on procurement tools and reporting (e.g., Oracle).
  • Drive continuous process improvements

Qualifications

  • 10+ years of experience in full-cycle technical procurement
  • 10+ years of supervisory or team leadership experience (This position has 9 Direct Reports)
  • Bachelor's degree in Business, Technology, or a related field (or equivalent experience)
  • CPSM (Certified Professional in Supply Management) preferred

Desired Skills and Experience

  • Proven success in negotiating high-value technology contracts and renewals
  • Experience implementing RFx processes and procurement lifecycle frameworks
  • Strong understanding of contract documentation (MSA, SOW, Addenda, etc.)
  • Skilled in managing vendor compliance, audits, and risk mitigation
  • Adept in developing procurement KPIs and operational reports
  • Background in asset lifecycle management and optimization
  • Experience acting as a consultant to business units to improve procurement outcomes
  • Proficient with Oracle procurement systems (or similar platforms)
  • Advanced Microsoft Office skills (Excel, SharePoint, Outlook, Word, PowerPoint)
  • Ongoing knowledge of global IT supply chain and economic impacts
